That’s an optimistic take from the Uncut article..!
They leave out the section where roger js less enthusiastic after stating that the last album cost more than the advance they received so he wasn’t as keen.
Pete seems to be a little spurred on by the fact that the last album was well received

So,
How the hell do they make another album?
Let's see what happened last time around.
1. They sold the album to Polydor. They used that money to pay for recording the album. And it was not enough. But let's face it, I have been playing the album "Who" at least twice a week for the last 14 months. Sorry to say, Endless Wire did not get played that long. You get what you pay for. Every dollar (pound) was worth it.
2. How the hell do they pay for a new album which will cost over 5 million pounds. (just a guess).
My suggestion is crowdfunding. They set up a website for donations to pay for the album. They will probably make way more money than they need. I think Who fans, for the most part, are well off. They have no problem paying $20, 40, 100, 1000, 10,000 for a new Who album. I will send a big check if that dude Richard Evans calls me personally.
3. A donkey never falls in the same hole twice. I don't think that the Who organization will be able to court Polydor again. So , how do they distribute the album? I suspect they will make alot of money from crowdfunding. So much so, that they can press the CD's and vinyl and distribute them for free.
4. Requests for the new album. Please improve of the concept of the back album cover. I guess they didn't have enough money to be able to print a picture there. That's about it. "Who" is a phenomenal achievement. I will be stupefied if we get another new Who album.

Not a chance crowdfunding would work. When you consider the amount of people on this forum alone who have little interest in various Who releases - even archival releases - the chances of getting sufficient interest of the masses is zero. We’ve all seen live releases or box sets where people will say “I already have a bootleg so maybe I’ll just download for free ...”
Plus the sheer organisation of crowdfunding wouldn’t suit it.

It’s odd because it doesn’t sound like a big budget album. It sounds more raw. Plus if memory serves roger came in and did the vocals pretty fast
They could easily do a stripped down album cheaply in Pete’s home studio Not sure how it would sound but these days if an album has 2 or 3 good tracks, I consider it worthwhile

Which I don't really listen to very much. It seems that The Who need a big studio with a good producer and alot of takes to make a great album. Also, gotta thank the people at Polydor for making Pete/Roger "redo" the 2019 album. It is amazing. So, to make it simple, what do you want? Another 2019"Who" or another Endless Wire?

Someone said that Who fans tend to be frugal.
That does not mean that they are not financially stable.
I think that alot of Who fans would donate to a crowdfunding site if they knew they would get a new Who album.
BTW, I did not buy the My Generation box set and I am not buying the Sellout box. It is not a money problem.
But I will donate for a new Who album.
The last Who album I bought was the the Odds n Sods vinyl.

Plus if memory serves roger came in and did the vocals pretty fast Wikipedia has the recording time from February to August 2019. I think a big name producer Dave Sardy plus the hired gun musicians must've pushed the budget.

The album with Wilko Johnson was raw and was great. Done in two weeks
An album done in pete’s studio would be very cheap- even if they kept it mostly Acoustic
There are options. But it’s a sign of the times of the music industry. No one is making money from albums. They’re loss leaders for the tour and merchandise. Which doesn’t have benefits for the who given there’s hardly going to be another big tour
